The Halo Wars Arbiters

in the Harvest Trailer you see two Spartans an A.I. and some Grunts and Elites...and this....thing.This is one of the first Arbiter before Halo: Combat Evolved, a lot of people think that this dude is the Arbiter from Halo 2 and Halo 3 but if you Recall in Halo 2 the Prophet of Regret says "There were many Arbiters before you" ( talking the Halo 3's Arbiter) by the looks of it the Halo War Arbither will be The Last boss Fight or a least a Boss Fight.I Halo War Elites can have a Double Energy Swords (or Plasma Blades) so my guess is this Arbiter will too.
